"The Privacy and Security Gaps in Health Information Exchanges"
April, 2011

A White Paper by the AHIMA/HIMSS HIE Privacy & Security Joint Work Group that breaks down privacy and security into several subparts in order to understand that all of the components discussed in the paper, when taken together, provide the single most effective way to protect personal health information. The paper concludes that an organization with robust privacy and security policies and practices will be at significantly less risk for inappropriate disclosures than one that is not.

Laura Kolkman was a contributing author of this paper.  In addition to her overall contribution to the paper, she led the group that wrote the Regulatory sections.

"A HIMSS Guide to Participating in a Health Information Exchange"
November 2009

This white paper was collaboratively written by the 2008-2009 HIE Guide Work Group, of which Laura Kolkman was a member.  The paper is a guide intended to be used by any stakeholder faced with the challenge of making a decision whether to participate in an HIE.  The guide provides the background necessary to understanding what an HIE is, followed by common approaches and data standards.

"Leading Practices: Leveraging the Economic Stimulus Package for Health Information Exchange"
May 2009

This briefing paper, written by Laura Kolkman and the Mosaica Partners Research Group, describes the many different approaches being taken by various states and regions to optimize the use of ARRA stimulus funds for the purpose of improving heath information exchange.  The paper, based on interviews with over 40 individuals from 30 states, provides a "snapshot in time" into the various activities currently taking place.

"Achieving Health Information Interoperability by Levering Economic Stimulus"
April 2009

Presentation given during an education session at the HIMSS09 Annual Conference in Chicago by Dr. John Halamka and Laura Kolkman.  Dr. Halamka described the various components of the HITECH Act and Laura Kolkman presented her findings, from a series of interviews with over 40 individuals from 30 states, on how states can best leverage stimulus funds to improve healthcare through health information exchange.
